President Ramos' speeches articulate and describe the strategic framework for development he was committing the Philippines to in the six years following his election in 1992. "Philippines 2000" sounded the coming of the turn of the millenium, a period where the Philippines would perform as a newly industrializing economy and recognized as an "Asian tiger economy."
His speeches established policy directions and reported substantial gains while inspiring multisectoral engagement through collaboration and consultation to achieve peace and sustainable development and assert Philippine competitiveness in the world.
In his first State of the Nation Address, President Ramos affirmed his commitment to pursue a partnership of patriotism and progress between the executive and the legislative branches of government. In the name of serving the national interest, he cultivated the support of Congress and underplayed rivalry for power to provide strong legislative support to see his agenda through.
His efforts at building a “Rainbow Coalition” succeeded with over 200 laws passed, mostly on reform and restructuring. This alliance was further strengthened with the creation of LEDAC, which established a platform for consensus building between the Executive and Legislative to align policies and the congressional agenda with the Executive’s for prudent resource allocation and to improve the overall efficiency of government.
