In a meeting with the senators held last 11 July 1992, the issue on the need to substantiate the concept and details of people empowerment was raised.
In this regard, please prepare your respective concept paper relative to people empowerment.
Likewise, please prepare a summary list of your respective legislative proposals for presentation to Congress.
