AUTHORIZING THE TAHANAN OUTREACH PROJECTS & SERVICES, INC. (TOPS), TO CONDUCT A NATIONAL FUND CAMPAIGN FOR A PERIOD OF ONE YEAR

WHEREAS, under Proclamation No. 877, series of 1996, the Tahanan Outreach Projects & Services, Inc. (TOPS), in order to enable it to raise sufficient funds to attain the laudable goals of mainstreaming disadvantaged children, normalizing socially maladjusted youth, hand-in-hand with his family through innovative approaches, dynamic strategies, positive attitudes and skills, was further authorized to conduct a national educational fund campaign for the period from September 23, 1996 to September 23, 1997, thereby serving as a model for related rehabilitation outreach programs;

WHEREAS, the Tahanan Outreach Projects & Services, Inc. (TOPS), as the only private, non-profit organization with objectives directed to these noble ends, deserves nationwide support and needs additional time to raise funds;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Tahanan Outreach Projects & Services, Inc. (TOPS), to conduct a national fund campaign for a period of one year effective upon the promulgation of this Proclamation.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
