PROCLAMATION NO. 346
DECLARING THE YEAR 1996 AS THE CENTENARY OF THE MARTYRDOM OF OUR NATIONAL HERO, DR. JOSE RIZAL, AND DESIGNATING THE NATIONAL CENTENNIAL COMMISSION, THE DEPARTMENT OF EDUCATION, CULTURE AND SPORTS AND THE ORDER OF THE KNIGHTS OF RIZAL TO TAKE CHARGE OF THE CELEBRATION
WHEREAS, December 30, 1996, marks the 100th year since the execution of our national hero, Dr. Jose Rizal in Bagumbayan, now Luneta;
WHEREAS, the martyrdom of Dr. Jose Rizal symbolizes the people’s yearning for freedom and liberty;
WHEREAS, it was for Filipinas – our beloved country – a singularly good fortune that Dr. Jose Rizal was one of the immortal Filipinos passionately devoted to the cause of independence that contributed to the formation of our nation;
WHEREAS, it is not much to say that such turning point in our national history be commemorated to instill in the hearts and minds of our citizenry the lofty principles Rizal stood for;
NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare the year 1996 as the Centenary of the Martyrdom of Jose Rizal in consonance with the Decade of the Centennials of Filipino Nationalism, Nationhood and the Philippine Revolutionary Movement.
For the purpose of formulating plans and devising ways and means for the effective execution and appropriate activities and/or projects for the commemoration of the martyrdom of Dr. Jose Rizal, there is hereby created a Rizal’s Martyrdom Centennial Commission to be composed of:

The Commission is empowered to call on any department, bureau, office, or agency of the government, including government owned or controlled corporations, for such assistance as it may need in the discharge of its functions relative to the centenary commemoration.
