MEMORANDUM ORDER NO. 3

In line with plans of the government to fast-track the Light Rail Transit (LRT) systems to solve the mass transport problem in Metro Manila, the Department of Transportation and Communications is hereby directed to:

1. Undertake a feasibility study to determine the viability of extending LRT Line 2 up to the Cogeo Area (Phase III). The study shall consider the possible inclusion of the project in the 19th Yen Loan Package under the Overseas Economic Cooperation Fund (OECF).

2. Submit the study to the Office of the President within thirty (30) days from the date of issuance of this directive.
