MEMORANDUM ORDER NO. 18

In a meeting with the Senators held last 11 July 1992, the following issues were raised:

1. There is a need to involve Congress in the approval of the Medium Term Plan

2. There is a constitutional provision that Congress must be regularly updated about the Executive Branch’s decisions on government loans and agreements.

3. There is a need to develop or modify a program that will allow ODA funds to be accessed by cooperatives and NGOs.

4. There is a need to involve Congress in the discussion and evaluation of IMF economic programs and proposals.

Please make sure that the above issues are addressed accordingly.
