MEMORANDUM ORDER NO. 21

In a meeting with the Senators held last 11 July 1992, the issue on the certification of revenue measures was raised. Particularly, it was pointed out that the bill creating confidential positions which will increase the salaries of agents needs closer collaboration between Congress and the Cabinet.

In this regard, please make sure that proper coordination with the Cabinet, the Civil Service Commission and Congress is effected to ensure a smooth undertaking of the above issue. Likewise, we will appreciate receiving a report from your office on the matter.
