What we have done today is a triumphant step towards protecting our country’s future. I have signed this bill into law because we want to sustain a vision of a Filipino society free from the destructive results of prohibited drugs. We were unwilling witnesses to the vile consequences that prohibited drugs have on our people, in particular our youth. We weep as our sons and daughters fall into its prey, distorting their images beyond recognition. We are now putting a stop to this menace. And the school is our first line of defense in this war we are waging.

I acknowledge the significant initiatives of the Senate, the House of Representatives and the Department of Education, Culture and Sports, in the formulation of this bill. Having approved it now, I expect that its provisions will enjoy the full support and cooperation of all concerned. And may I assure everyone that I am pledging my authority and support to its implementation.

The inclusion of drug prevention and control in the curriculum of our schools will arm our youth with the knowledge of the dire results of these prohibited drugs. May they, in their new-found wisdom, be more responsible citizens of this nation and become the fulfillment of our hopes and aspirations.
