The historic town of Taal, Taal Lake and its environs, and Volcano Island are all very attractive and scenic ‘tourist destinations. These have been singled out by the Department of Tourism (DOT) as priority areas for development as reflected in its tourism master plan. I am therefore very pleased that this bill which I have just signed into law –one of the first laws I have signed under my administration — gives the DOT ‘s plans for taal added impetus. We can now look forward to seeing the Volcano Island and coastal areas around it, fully developed for tourism purposes during my term as president.

The involvement of the Department of Environment and Natural Resources (DENR) in this development effort signals our concern for the preservation of our environment. We have stressed, time and again, that a preserved environment is one legacy we shall leave behind and one that my administration will pay particular attention to. However, this should not deter us from pursuing our development objectives vigorously. In the case of Taal and Volcano Island, tourism should be tapped as a vehicle to manage the environment.

Let me close by recognizing the crucial role to be played by the local government units. The local government officials of Laurel, Balete, Agoncillo, San Nicolas, and Talisay, Batangas will have to bear the burden of strictly enforcing the rules and regulations and guidelines which are embodied in its development plan. I am counting on you to act as guardians of our environment and as models for all to emulate in makers of environmental protection and preservation. This is a serious responsibility being given you and i expect to see you succeed.

I extend my congratulations to the members of congress who authored this bill and to the DOT and the DENR for demonstrating their deep concern for the environment and working together for the common good.
