The dean of the diplomatic corps, Vice President, Mrs. Joseph Estrada, your excellencies of the diplomatic corps, my fellow workers in government.

Your presence today is a testimony to our common commitment to a brighter future for the Philippines, and to the common destiny of our world.

There is much to look forward to in the new year. Within our borders, the Filipino people are in the process of finally consummating the unification of our society. We have had our share of internal strife, an experience that has riven our country, debilitated our economy, and destabilized our political system. Events of the last few weeks indicate that the major actors in this unfortunate episode of our life as a nation have begun to heed the call for national solidarity, and are now ready to assume their new roles in the peaceful development of our country.

Internationally, I feel confident in declaring that the world has now overcome the universal threat of a thermonuclear war, and that we, as brothers of a common planet, are now prepared to embark on the more worthwhile task of promoting freedom, prosperity and peace. The signing of a new Strategic Arms Reduction Treaty between the United States and Russia is a historic milestone for human welfare.

The ongoing international action to preserve life in Somalia and to provide the foundations of a free society in Cambodia are clear manifestations of renewed international commitment to peace, freedom and human progress.

There are problems as well, as the unfolding destruction of Bosnia-Herzegovina. Yet the bigger and more accurate picture is one of hope and redemption. Man, it is safe to say, has rediscovered his basic humanity.

I, therefore, invite all your excellencies, ladies and gentlemen to join me in a toast to universal peace, understanding, goodwill and progress.
