PROCLAMATION NO. 161

AUTHORIZING THE RCM EYEBANK FOUNDATION, INC., TO CONDUCT A NATIONAL EDUCATIONAL AND FUND CAMPAIGN FOR A PERIOD OF ONE YEAR

WHEREAS,

eye diseases and blindness are among the most serious ailments afflicting Filipinos — approximately 15,000 Filipinos suffer from corneal blindness annually;

WHEREAS,

this unhappy situation is due partly to the fact that there is at present an insufficient supply of cornea needed for those who have to undergo the necessary corneal transplant surgery;

WHEREAS,

the RCM EYEBANK FOUNDATION, INC., a non-profit organization, was established by the Rotary Club of Manila to gather eye donations to increase the supply of vitally needed cornea for eye surgery;

NOW, THEREFORE,

I,

FIDEL V. RAMOS

, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the RCM Eyebank Foundation, Inc., to conduct a national educational and fund campaign for a period of one year, effective upon the promulgation of this Proclamation.
