PROCLAMATION NO. 264

ESTABLISHING AS UMIRAY RIVER WATERSHED RESERVATION FOR PURPOSES OF PROTECTION, MAINTENANCE, AND IMPROVEMENT OF ITS WATER YIELD AND TO PROVIDE RESTRAINING MECHANISM FOR INAPPROPRIATE FOREST EXPLOITATION AND DISRUPTIVE LAND-USE, A CERTAIN PARCEL OF LAND OF THE PUBLIC DOMAIN SITUATED IN THE MUNICIPALITY OF GENERAL NAKAR, PROVINCE OF QUEZON, MUNICIPALITY OF NOZAGARAY, PROVINCE OF BULACAN, AND MUNICIPALITY OF MONTALBAN, PROVINCE OF RIZAL, ISLAND OF LUZON, PHILIPPINES

Upon recommendation of the Secretary of Environment and Natural Resources and pursuant to the powers vested in me by law, I, FIDEL V. RAMOS, President of the Philippines, do hereby withdraw from entry, sale, disposition, or settlement and set aside as Umiray River Watershed Reservation, subject to private rights, if any there be, and to the operations of previous proclamations reserving any portion thereof for specific purposes and to the implementation of socially-oriented projects and other forestry development programs consistent with the objectives of the proclamation as may be determined by the Secretary of Environment and Natural Resources, a certain parcel of land of the public domain located in the municipality of General Nakar, Province of Quezon, municipality of Norzagaray, Province of Bulacan and Municipality of Montalban, province of Rizal, as shown in the Watershed Map No. 111 with the following descriptions:

Beginning at point “1” on the map, a point designated as corner “1,” is located S 67º 00′ W, 5,875 meters from the junction of Umiray and Surmag River;

Thence N 11º 30′ E, 695 meters to corner 2, a stake on top of ridge;

Thence N 34º 10′ W, 605 meters to corner 3, a stake on top of ridge;

Thence N 16º 10′ E, 1,530 meters to corner 4, a stake on top of slope;

Thence N 73º 00′ E, 720 meters to corner 5, a stake on top of ridge;

Thence N 43º 00′ E, 1,450 meters to corner 6, a stake on the ground;

Thence S 80º 20′ E, 1,880 meters to corner 7, a stake at peak elevation 970 meters;

Thence S 46º 40′ E, 2,885 meters to corner 8, a stake on top of ridge;

Thence N 18º 26′ W, 1,141 meters to corner 1, the point of beginning containing an area of SIXTEEN THOUSAND SEVEN HUNDRED TWENTY TWO AND 75/100 (16,722.75) HECTARES, more or less.

The area covered by the watershed reservation shall be under the administrative jurisdiction, supervision, and control of the Department of Environment and Natural Resources, through its Forest Management Bureau, in coordination with other agencies of the government, with the objective of maintaining its usefulness as a source of water for domestic use, irrigation, and other forestry purposes.
