PROCLAMATION NO. 6


EXCLUDING FROM THE OPERATION OF PROCLAMATION NO. 2143, DATED DECEMBER 7, 1981, WHICH ESTABLISHED THE SLUM IMPROVEMENT AND RESETTLEMENT SITE RESERVATION FOR THE FAMILIES AFFECTED BY THE FIVE-YEAR EXPANSION PROGRAM OF THE NATIONAL STEEL CORPORATION, A CERTAIN PORTION OF LAND EMBRACED THEREIN SITUATED IN THE BARANGAY OF SUAREZ, CITY OF ILIGAN, ISLAND OF MINDANAO, AND RESERVING THE SAME FOR THE USE OF THE NATIONAL STEEL CORPORATION

Upon recommendation of the Secretary of Environment and Natural Resources and by virtue of the powers vested in me by law, I, FIDEL V. RAMOS, President of the Philippines, do hereby exclude from the operation of Proclamation No. 2143, dated December 7, 1981, which established the Slum Improvement and Resettlement Site Reservation for the families affected by the Five-Year Expansion program of the National Steel Corporation, a certain portion of land embraced therein situated in Barangay Suarez, City of Iligan, Island of Mindanao, and reserve the said portion for the use of the National Steel Corporation, which portion is more particularly described as follows, to wit:

A PARCEL OF LAND, identified as Lot No. 5258-A (Portion), Cad-292, Iligan Cadastre, situated in the Barangay of Suarez, City of Iligan, Philippines. Bounded on the S. and SW., along lines 1-2-3-4-5-6-7-8-9-10-11-12-13-14-15 by Legal Easement of 3.00 m. wide and Nunocan River; along lines 15-16-17 by Lot 2041, Cad-292; on the NW., along line 17-18 by the National Highway; on the N. and NE., along lines 18-19-20 by Lot 3, Ccs-363; and on the SE., along line 20-1 by Lot 5258 (portion), Cad-292, Iligan Cadastre. Beginning at a point marked “1” of Lot 5258-A, Cad-292 Iligan Cadastre, being N. 68º 26′ W., 1347.72 m. from BLLM No. 19, Cad-292. Thence . . . . . . .

Bearings true. All points referred to are marked on the ground as follows: Points 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, and 15 by Stakes; and the rest by B.L. Cyl. Conc. Mons.

The responsibilities of the National Steel Corporation (NSC), National Housing Authority (NHA) and the Department of Environment and Natural Resources (DENR) in the development and distribution of the lots embraced by Proclamation No. 2143 are as follows:

1. The NSC shall compensate the occupants of the value of improvements introduced in the area segregated and reserved in its favor and relocate them in an area within the coverage of Proclamation No. 2143, before utilizing the reserved portion for its expansion program;

2. The NHA shall attend to the development of the area, relocation and housing needs of the occupants pursuant to the provisions of Presidential Decree No. 757 and Letter of Instructions Nos. 555 and 557; and

3. DENR shall provide assistance in the disposition of the area pursuant to Commonwealth Act No. 141, as amended leading to the issuance of patents to the individual occupants.
