MEMORANDUM ORDER NO 11

In a meeting with the senators held last 11 July 1992, the following issues were raised regarding the final drafting of the proposed amnesty program:

    The need to develop a Comprehensive Negotiated Peace that will reach out to all rebels.

    To consider military personnel who have gone AWOL and left the country.

3. The need to evaluate the NRDP Program and learn from the success and failure of the present program.

In this regard, please make sure that the above issues are addressed accordingly.
